Look for Ringo, a trader for the Karminrote Karawanen-Kompanie. He is holed up in Goodsprings-Tankstelle. He will explain the rules of Karawane to you and give you a free deck.

After talking to Trudy about her argument with Joe Cobb, Ringo can be found in the Goodsprings-Tankstelle. By way of an apology for threatening the Courier on first meeting, he will offer to teach the game of Karawane. If taken up on this offer, he will give the Courier a Karawane-Deck and the holodisk Karawane-Spielanleitung, as well as giving a vague rundown of the rules in dialogue.
After completing Ghost Town Gunfight, Ringo will relocate to the Karminrote Karawanen-Kompanie, but will still offer to teach the game if he has not already done so.
Infos
As of the most recent update, this is no longer the only way to be able to play Caravan. Buying or acquiring 30 cards is now registered by the game as having a deck that qualifies the Courier to play the game.
